HARBIN railway settlement.

The memoranduin alluded to in your telegram No. 165 of yesterday's date was, I am told by my Russian colleague, prepared by the Russian Minister of Finance, and the proposals therein contained are unlikely, M. Korostovetz thinks, to meet with the approval of the Powers concerned.

I learn from the same authority that the American and German protests were formally presented in writing, while that of the Austrian Government was communi- cated verbally. The French representations were in written form, but the Ambassador in laying the document before the Russian Government asked that the same should be considered in the nature of a piece of "friendly advice."
